Cybersecurity and territories:
"Think global, act local"

Faced with the urgent need to protect critical infrastructures, regions have long been forgotten in cybersecurity. However, this "first mile" security, which directly affects the end-user, local authorities, local public services, SMEs and very small businesses, is an essential element of resilience.

To address these threats, the ANSSI has been allocated €136 million as part of the France Recovery Plan to strengthen the cybersecurity of the State and its regions over the period 2021-22. Regional incident response centres (CSIRT) are being set up in seven regions with the help of ANSSI.

Although they are fragile and increasingly exposed to cyber threats, regions can also be a real asset in terms of cyber security. Whether it is to provide operational responses to the victims or to structure innovative technological ecosystems, regions must play "collectively" to be effective. It is in these territories that a network of resilience must be woven, bringing together the public and private sectors, and national and local elected representatives. As a breeding ground for innovation, they are now legitimate to give meaning to a digital transformation that knows no borders.

The Cyber Crime simulation was developed by Avisa Partners for the European Justice and Home Affairs Summit held under the French Presidency of the European Union on February 2, 2022 in Tourcoing. It places the participants successively in the shoes of a company manager confronted with a computer attack and of a specialised investigator in charge of tracking down cybercriminals.

The cybersecurity market (€146 billion worldwide, growing at a rate of 10% per year) represents a major opportunity for territories. Research centres, start-ups, service companies...: France has an industry of excellence in this field. How can we support the development of start-ups? How can we structure innovative ecosystems based on the strengths and specialisations of each region?
